Vice President Ma'ruf Amin reminded the three acting governors in the three new autonomous regions to seek breakthroughs so that Papuans feel the presence of the state and are increasingly served by it.

JAKARTA, KOMPAS — The three acting governors in the three new autonomous regions in Papua will soon have administrative assistants to move around. The Home Ministry plans to immediately appoint regional secretaries in the three new provinces. However, apart from building the bureaucracy, the acting governors were reminded to make development breakthroughs and innovations so that the people could increasingly feel the presence of the state through public services.
On Friday (11/11/2022), Home Minister Tito Karnavian inaugurated three new autonomous regional governors (DOB) in Papua. Apolo Safanpo was sworn in as acting governor of South Papua, Ribka Haluk as acting governor of Central Papua, and Nikolaus Kondomo as acting governor of Papua Mountains. On Monday (14/11), the three acting governors met with Vice President Ma'ruf Amin at the Vice President's Palace, Jalan Merdeka Selatan in Jakarta.
“Just now the Vice President received three guests [acting governors]. I think this is an important historical record because it is related to the Papuan welfare development plan that the Papuan people have been waiting for, [namely] how welfare development can take place immediately," said Vice President spokesperson Masduki Baidlowi when giving a press statement after the meeting.
Masduki conveyed several messages from Vice President Amin regarding the ratification and inauguration of the three acting governors. First, how the division of the Papua Province was a game changer in realizing a leap in regional development and empowering indigenous Papuans.
Vice President Amin asked the acting governors to look for breakthroughs and innovations that were contextual with the region and so that the shift was not mediocre from the start of the administration. There is hope that with the division and new leadership, the presence of the state in the eyes of the Papuan people will be closer and increasingly able to serve them.
In addition, the Vice President also asked the acting governors to immediately formulate an integrated road map with concrete actions to implement the new autonomous regions in 2022-2024. Likewise, to pay attention to a time frame that was in line with the stages of the 2024 general election and 2024 regional election. The Vice President also asked the acting governors in Papua to consolidate the regents to design for the acceleration of provincial development in line with the Master Plan for the Acceleration of Development in Papua 2022-2041 as mandated by Law No. 2 of 2021 on special autonomy for the province of Papua.
Given the complex situation in Papua, Vice President Amin asked the three acting governors to strengthen social communication with all segments of society. A conducive situation is considered the key to success in organizing and building the area as a big house for all.
Inauguration of the regional secretaries
The Home Ministry’s Arrangement of Special Autonomy Regions and the Regional Autonomy Advisory Council director Valentinus Sudarjanto Sumito, when met in Jakarta, said that the Home Ministry planned to inaugurate regional secretaries in the three new autonomous regions of Papua on Tuesday (11/15). He said the exact time of the inauguration was still to be confirmed as the home minister was currently accompanying President Joko Widodo at the Group of 20 Summit in Bali.
"We inaugurated the regional secretaries simultaneously after the inauguration of the three provinces of the new autonomous regions of Papua and the inauguration of the acting governors. This is to enable the acting governors to immediately start work because there are already the administrative assistants,” said Valentinus.
He added that from the last meeting at the Home Ministry, the three acting officials stated that they were ready to run the program for the first 100 days. The central government, through the Home Ministry, has also prepared various requirements that will be needed by the officials at the beginning of their term of office. These needs include offices, official residences and official vehicles. which have been prepared by the Home Ministry' internal team tasked with assisting the division program for the Papua region.
"After the regional secretaries are also inaugurated, they [the acting governors of the new autonomous regions of Papua] must gradually inaugurate the most important regional work units," he said.
Apart from physical needs, the Home Ministry has also prepared the instruments required for drafting governor regulations. These officials only need to make a timeline and targets to be achieved in the first 100 days. They also have to guarantee the implementation of the seven priority programs. These include the formation of regional apparatus organizations and management of the state civil servants (ASN), the allocation of grants and acceleration of transfer funds, the formulation of governor regulations on the provincial budget (APBD) draft and the implementation of national priority programs. In addition, they also include preparation of facilities and infrastructure based on geographical conditions, transfers of assets and documents, the formation of the Papuan People's Council (MRP) and the holding elections and the simultaneous local elections in 2024.
For the APBD, the new autonomous regions in Papua will manage funds from grants from the parent provinces and the parent regencies/cities. Valentinus said the budget value was expected to be sufficient for initial operational needs.
Separately, Administrative and Bureaucratic Reform Minister Abdullah Azwar Anas said that the Administrative and Bureaucratic Reform Ministry was preparing a derivative of the Law on the new autonomous regions in Papua for the employment of state civil servants with affirmations in accordance with applicable regulations. The draft regulation is being discussed by the Administrative and Bureaucratic Reform Ministry. Azwar Anas said that, in principle, the Administrative and Bureaucratic Reform Ministry would carry out the mandate of the Law on the new autonomous regions in Papua in accordance with their main duties and functions. One such duty is formulating policies related to the mechanism for the employment of ASN and filling positions for the first time.
