Bulog Needs Distribution Guarantee

The State Logistics Agency’s (Bulog) efforts to absorb farmers\' crops considerably will not be optimal without guaranteed distribution. Its price-stabilizing function weakens along with declining absorption and distribution.
JAKARTA, KOMPAS — Rice absorption by Bulog is not yet fully reliable to save the farmgate price of unhulled rice during the first harvest in 2021. Uncertainty in distribution has blocked Bulog\'s steps to optimize its ability to absorb farmers\' rice or unhulled rice.
President Director of Bulog, Budi Waseso, believes there is potential for a rice surplus this year. The production potential is deemed sufficient to meet the government\'s rice reserve (CBP) needs. "If we are asked to absorb 2 million tons, we are capable of doing so because we have the capacity. The problem is, once absorbed, what will the rice be used for? Moreover, the programs [of rice distribution] in the downstream are decreasing," he said at an online discussion held by Volunteers of Struggle for Democracy on Thursday (25/3/2021).

The production potential that becomes a reference for Bulog, said Budi, is data from the Central Statistics Agency (BPS) and the Ministry of Agriculture. The most cases of unhulled rice prices that slumped below HPP were in South Sumatra, Lampung, Banten, West Java, Yogyakarta, Central Java, East Java and West Nusa Tenggara.
According to the Andalan Farmer Fishermen Group (KTNA) of East Java, the price of unhulled rice is Rp 3,400 to Rp 3,500 per kg of GKP. Meanwhile in Lampung, the farmgate price of GKP ranges from Rp 3,700 to Rp 4,200 per kg. In Cirebon, according to Kompas\' observation last week, the price of unhulled rice is around Rp 3,300 to Rp 3,700 per kg of GKP.
"Without large-scale efforts to absorb grain from farmers, in the next few days, the price of unhulled rice will definitely get shattered. Until now, the large-scale absorption efforts have not been seen," said chairman of the East Java KTNA, Suyanto, on Thursday (25/3).
East Java Governor Khofifah Indar Parawansa said there have been efforts to overcome the plummeting price of unhulled rice, among others, by asking Bulog to increase absorption. A number of indicators show that rice production and availability are still adequate.
