‘PeduliLindungi’ Reincarnates into ‘Satu Sehat’, Features Expanded

JAKARTA, KOMPAS — PeduliLindungi has developed into Satu Sehat Mobile as the national health application with expanded features. First developed to handle the Covid-19 pandemic, the reincarnated application has now become an integrated mobile platform that stores complete health data.
Health technology expert Setiaji, a digital transformation chief officer with the Health Ministry, announced the development of the PeduliLindungi application into Satu Sehat in Jakarta on Wednesday (1/3/2023), hailing it as a form of the ministry’s digital transformation. He said on the new app provided citizens with easy and quick access to integrated health services.
Officially launched on 1 March, Satu Sehat Mobile does not seem to have run smoothly with some users voicing their complaints, including about failure to log in to the app and, when logged in, being unable to retrieve vaccination certificates.
The public response to the transformed application has been mixed. Some believe Satu Sehat Mobile has not been fully prepared for the launch, saying that they are still encountering snags to log in.
"As an Android user, I have updated [the app], but I can't log in yet to use it. So, I had difficulty getting scanned into the office this morning," Rahma, a private company’s employee in Jakarta, said.
The Health Ministry put access problems down to ongoing process of data migration. It said Satu Sehat users’ data, such as personal identity, vaccination tickets and vaccination certificates, were stored intact and safe from being lost. Residents were advised to use the hardcopy of tickets or vaccine certificates temporarily if necessary for their activities.
“It happens because of the migration process [data synchronization]. It will be gradually resolved. Complaints over some specific problems are not being heard of again. For users who failed to access data [vaccine certificates], tomorrow [Thursday] they can check again," Setiaji said.
You don't need to bother creating a new account to start using Satu Sehat Mobile.
An iOS user, Martin, said he found no problems with the new app. He said the Satu Sehat Mobile was smoother than PeduliLindungi, which according to him often crashed. “The appearance is more attractive and smooth. It used to be pretty slow," he said.
Setiaji said PeduliLindungi users would not have to download the Satu Sehat application. They would only need to update the application through the Play Store or App Store automatically or manually.
If the terms and conditions are agreed, the user can log into the application with a registered cellphone number or e-mail address. "You don't need to bother creating a new account to start using Satu Sehat Mobile," he said.
New features
Setiaji said the Satu Sehat app still carried the predecessor’s data on information about user profiles, Covid-19 vaccine certificates and tickets, antigen and PCR test results and QR codes, with the addition of new feature called “Diari Kesehatan” (health diary).
This new feature records data on users’ body height and weight, blood pressure, blood sugar and heartbeat rate. The users are provided with information on various health conditions in the form of health curves and analysis, tipped with recommendations for further health care.
Referring to the 2024 Health Digital Transformation Strategy Blueprint, the Satu Sehat application is a platform being part of the digital health ecosystem that provides data connectivity, analysis and services to integrate various health service applications in Indonesia.
Satu Sehat is an application that allows users to easily access their personal health records, and enables health treatment based on personal medical history.
Setiaji said gradually the Satu Sehat application would be equipped with electronic medical records.
The application will continue to be developed in stages by adding other supporting features, such as immunizations, hospital queues, medical examination results and medicine purchases. Features on informative articles about health and medication reminder will also be available.
"Access to child immunization, hospital queue, examination results and drug purchase will be integrated later in Satu Sehat Mobile," Setiaji said.
Agus Rachmanto, digital transformation deputy officer at the Health Ministry, said the ministry had prepared electronic medical records, involving some 9,000 health facilities as part of cooperation they had initiated since the end of 2022.
Regarding the obstacles some users had encountered, he said it was due to minimal understanding in the community regarding electronic medical records and that the government would need to carry out outreach programs to educate the public further.
Medical records
Some residents voiced their concerns about data security given that PeduliLindungi data had been breached by a hacker who went by account name “Bjorka”. They were cautious about the medical record feature on Satu Sehat.
"It calls the attention of the relevant parties. There are medical records, which relate to people's privacy," Rahma, a resident of Jakarta, said.
Setiaji ensured that the confidentiality of the user's medical record data would be guaranteed because all data can only be exchanged between health facilities with the user's prior permission. Data is sourced and integrated with electronic medical records through the Satu Sehat platform.
"We ensure that the stored data is secure. We also make sure that the data stored is private, so authorization from the data owner is required when [other people] need to access the available data," Agus said.
The Health Ministry opens opportunities for all parties to register and try out the integration of the Satu Sehat Platform through Satusehat.kemkes.go.id/platform. This portal is a guide for the private sector or information and technology developers at regency and municipal health offices in implementing the same system.
The portal also provides various playbooks for health service facilities in adjusting interoperability standards and data integration. These adjustments range from the interoperability module, patient data master, health worker data master, to health terminology including on pharmacy and medical devices. (Z05)
