Jakarta Police chief, Insp. Gen. Fadil Imran, at a press conference in Jakarta declared the Khilafatul Muslimin movement a violation of the law because it refuses state ideology.
JAKARTA, KOMPAS — The Jakarta Police have released new information on the Khilafatul Muslimin. After arresting Abdul Qadir Hasan Baraja, the leader of the anti-Pancasila group, the police found a Khilafatul Muslimin-styled education system where its followers were categorized as citizens.
Jakarta Police chief, Insp. Gen. Fadil Imran, at a press conference in Jakarta on Thursday (16/6/2022), declared the Khilafatul Muslimin movement a violation of the law because it refuses state ideology. To stop the movement from expanding, Fadil ordered his staff to coordinate with other regional police officers who handle similar cases.
Chief of the Jakarta Military Command Maj. Gen. Untung Budiharto, supported the police in eradicating the group. “This organization violates the law and uses propaganda to invite people to follow their understanding. Our job is to prevent them from falling into this ideology,” he said.
Director of General Criminal Investigation at Jakarta Police, Sr. Comr. Hengki Haryadi, said this case had been investigated since the report of the Khilafatul Muslimin convoy in East Jakarta on 29 May 2022 and the naming of their highest leader, Abdul Qadir Hasan Baraja, as a suspect in Lampung on 7 June 2022. "A new offense was also found, in which their activities violate the National Education System Law and the law on Islamic boarding schools," said Hengki.
This violation was proven because the group, which was founded in 1997, according to provisional data, runs 25 schools in a number of areas. The schools comprise elementary education level for three years, junior secondary education for two years, senior secondary education for two years and tertiary education for two years.
At universities located in Bekasi, West Java, and in West Nusa Tenggara, graduates will hold a Bachelor of Islamic Caliphate. "These schools are based on the caliphate and do not teach Pancasila in accordance with the 1945 Constitution. Second, students are taught to be obedient only to the caliph while obedience to the government is not mandatory," he said. On the same occasion, Ahmad Rusdi from the Religious Affairs Ministry and Chandra Irawan from the Education, Culture, Research and Technology Ministry confirmed that the education system built by the Khilafatul Muslimin was not in accordance with Indonesian law.
Recruiting followers
The group, under the guise of a foundation, also recruits followers and makes them citizens of the caliphate. It is estimated that there are around 14,000 citizens throughout Indonesia. They were sworn-in by the leaders of the Khilafatul Muslimin regional chapters, which are structured from the state to the sub-district level. After the allegiance, there is an obligation to pay infaq (disbursement) of Rp 1,000 (0.7 US cents) per day.
Director of Capability Development of the National Counter-Terrorism Agency, Wawan Ridwan, said this state making can be seen clearly from their organizational system, which has a government structure. “This organization was founded by Baraja in 1997, it has been running for 25 years, meaning it has been [around for] a long time. If it is left unchecked, it can become dangerous. Their type of movement relies on persuasive da'wah [propogation] to win the hearts of the public," he said.
More evidence confiscated includes four safes containing Rp 2.3 billion in cash from the Khilafatul Muslimin head office in Lampung, financial records and 21 savings account books which are now frozen by the Financial Transaction Reports and Analysis Center (PPATK).
The police also arrested AA, IN, F and SW in Lampung, Medan and Bekasi. Finally, the police arrested AS, the education minister of Khilafatul Muslimin, in Mojokerto, East Java. The police also arrested YH, SG, IZ, SB, MI, RW and AR, teachers and caretakers of the organization's madrassa and pesantren (Islamic boarding school).
Meanwhile, in Lampung Province, the police, the Indonesian Military (TNI) and the local government have removed the Khilafaul Muslimin signposts in the regencies of South Lampung, East Lampung, Pringsewu and Pesawaran.
