SURABAYA, KOMPAS — The trend of Covid-19 cases in the regions has led to high occupancy at intensive care units and ordinary care rooms at referral hospitals. Discipline in adhering to health protocols is the only way to prevent an emergency situation.
A number of areas in East Java province saw a surge in Covid-19 patients, including Bojonegoro, Madiun, Blitar, Ponorogo, Tuban, Ngawi, Bangkalan and Tulungagung. Based on data from the Health Office (Dinkes) of East Java province, the bed occupancy rate (BOR) in the intensive care unit (ICU) of Bojonegoro regency was even above 80 percent. In the cities of Madiun, Blitar, Ponorogo and Tuban, the BOR for the Covid-19 ICU was around 60-79 percent.
The highest BOR for Covid-19 isolation, above 80 percent, occurred in Madiun regency. “Overall, the ICU BOR in East Java is currently 34 percent. The ICU occupancy rate has increased from during Lebaran [Idul Fitri], which was still at 31 percent. The BOR for isolation rooms has increased from 21 percent to 24 percent," said the spokesman for the East Java province Covid-19 Task Force, Makhyan Jibril, (3/6/2021).
In Jakarta, referring to data from the Covid-19 Emergency Hospital Wisma Atlet Kemayoran, the occupancy rate for inpatient rooms as of Thursday (3/6) at 8 p.m. was 38 percent of the total capacity of 5,994 inpatient rooms. The occupancy rate has increased by about 20 percent in the last two weeks. “Despite the spike in cases, our bed occupancy rate or BOR is below 50 percent. However, we will remain vigilant with this increase in cases," said head of the Jakarta Provincial Health Office, Widyastuti.
As of 31 May, the Jakarta Health Office has prepared 6,621 self-isolation beds. A total of 33 percent or 2,176 units have been filled. For ICU beds, the Health Office has provided 1,014 beds, of which 362 units are currently being used or 36 percent of the capacity.
In West Kalimantan, the number of confirmed cases of Covid-19 in Pontianak City also continues to increase. As a result, the bed occupancy rate in hospitals reaches 70-80 percent.
Head of Pontianak City Health Office, Sidig Handanu said, the number of ICU beds in Pontianak City is 23 units, while the ordinary isolation room is 320 beds. “Latest data shows the ICU occupancy rate touched 80 percent. For ordinary isolation rooms, the trend is around 70-80 percent," he said.
Handanu said based on the data it can be concluded that the occupancy rate of the Covid-19 isolation room is quite worrying, it is at a critical number.
The update of Covid-19 cases in West Kalimantan based on data from 2 June, cumulatively there were 11,067 positive cases of Covid-19. A total of 10,295 of them recovered and 98 died. There are 674 active cases.
Gedung Sate is closed
This cluster is not from mudik [homeward exodus], but for business trips.
In the midst of the upward trend in Covid-19 cases, the facilities and public areas at the gubernatorial office Gedung Sate, Bandung City, West Java, were temporarily closed and the working hours of the employees were rearranged since last Thursday. This was done after 32 state civil servants confirmed positive for Covid-19.
West Java Governor Ridwan Kamil explained that the case spike was from five state apparatuses (ASN) returning from an official trip in Jakarta. They went straight to the office. "So, this cluster is not from mudik [homeward exodus], but for business trips," said Ridwan in Palembang, South Sumatra.
The West Java Covid-19 Handling Task Force immediately traced their close contacts, including the ASN family members. He hopes, especially for public servants, to remain disciplined in implementing health protocols.
Currently, the hospital occupancy rate in West Java has increased significantly, from 30.6 percent last week to 38.2 percent on Monday (31/5). "Hospitals [whose occupancy rate] already at alarming level, such as Al Ihsan Hospital, Santosa Hospital and Immanuel Hospital, see their rate ranges from 70 to 90 percent," said Kamil.
The temporary closure of Gedung Sate is not the first time. Previously, the building was also closed for the same reason. Administrative services are also conducted online.
Still in West Java, the cluster for the spread of Covid-19 has re-occurred in Kuningan regency. There were 32 female students of Islamic boarding school in Ciawigebang who were exposed to the SARS-CoV-2 virus. The number can still increase.
The head of the Kuningan Health Office, Susi Lusiyanti, said that a PCR swab test and contact tracking was carried out on 120 students yesterday. The results are obtained in 1-2 days.
The finding of the spread of Covid-19 at the pesantren environment began with students who lost their sense of smell last weekend. The results of the swab test revealed that this student was positive for Covid-19.
Susi could not confirm the source of the infection. According to her, some of the students (santri) have been living in the pesantren for a long time, while some have just arrived from Bekasi, Jakarta and Palembang. "This is a local transmission," she said.
Previously, a cluster of Covid-19 spread was found at Husnul Khotimah Islamic Boarding School, last September. A total of 550 people have been confirmed positive. This cluster was one of the biggest contributors to the positive Covid-19 case in Kuningan.
Cluster in Kudus
Based on the results of the analysis, the spike in Covid-19 cases in Kudus regency, Central Java, was partly due to the loosening of community discipline in implementing health protocols. There are still Covid-19 patients at hospitals where some of their families stay to accompany the patient, such as at the dr Loekmono Hadi Hospital.
Head of the National Disaster Management Agency as well as the Head of the Covid-19 Task Force, Ganip Warsito, directly inspected the handling of patients at the Emergency Installation of RSUD Dr Loekmono Hadi, yesterday. "No more people from outside are allowed in. I remind you of this," said Ganip.
On Monday (31/5), the governor of Central Java, Ganjar Pranowo, found the same thing at the isolation ward for Covid-19 patients at the Dr Loekmono Hadi Hospital and the isolation area for the student dormitory of the Kudus Midwifery Academy. The patient\'s family members stayed to accompany the patient without wearing full body protective equipment.
The director of the Loekmono Hadi Hospital, Abdul Aziz Achyar, at that time said he would evaluate and follow up on orders to tighten procedures for handling Covid-19 in hospitals, including SOPs for patients.
Data from the Kudus Health Office as of Thursday (3/6), of the 467 Covid-19 isolation room beds at seven referral hospitals, 440 units or 94.2 percent are filled. At Dr Loekmono Hadi Hospital, which is the main hospital, 167 beds are filled and 11 units are vacant.
Lack of discipline was also found in Tegal regency. There were still people who perform activities outdoor, even though they should be in self-isolation.
