Menang tanpa ngasorake (to be victorious without causing a feeling of defeat). The advice in Javanese, which is believed to be from Sunan Kalijaga, is not easy to implement.
The advice completely reads ngluruk tanpa bala, menang tanpa ngasorake, sekti tanpa aji-aji.
It means, coming to the opponent alone, being victorious without causing a feeling of defeat and having magical powers without spells. This message is important to convey so that the commotion at the Corruption Eradication Commission (KPK) does not drag on and weaken efforts to create an Indonesia that is free from corruption, collusion and nepotism (KKN), as mandated by the 1998 reform movement.
The commition at the KPK started when the government and the House of Representatives agreed to revise Law No. 30/2002 on the Corruption Eradication Commission into Law No. 19/2019. This was the second amendment to the KPK Law. In 2015, the KPK Law was also revised by Government Regulation in Lieu of Law (Perppu) No. 1/2015, which was passed into Law No. 10/2015. The second amendment makes the antigraft agency, which is an independent institution, part of the executive power group. KPK employees are also the state civil servants (ASN).
Law No. 5 of 2014 on ASN does not explicitly state the need for an assessment test for ASN candidates. However, ASN candidates must meet the requirements to be loyal to Pancasila, the 1945 Constitution, the Unitary State of the Republic of Indonesia and the government, and not be involved in banned organizations. Of the 1,349 KPK employees, 1,274 participants passed the test and 75 people did not pass. Some of the KPK employees who did not pass the test were KPK investigators and employees who were known to have performed well and were outstanding. The KPK leaders are the ones who determined their next fate.
The 75 KPK employees who did not pass the assessment test were asked to hand over their duties and responsibilities to their superiors until a further decision is made. Investigators and examiners can no longer handle corruption cases. The KPK leadership decree, which relieved the employees who did not pass the test of their duties, was signed by KPK chairman Firli Bahuri on May 7 (Kompas, 12/5/2021).
The Constitutional Court in its judicial decision on Law No. 19/2019 emphasized that the transfer of status of the employees must not be detrimental to their rights.
A rumor that the employees would be fired circulated even though the KPK leadership denied this. The Constitutional Court in its judicial decision on Law No. 19/2019 emphasized that the transfer of status of the employees must not be detrimental to their rights. President Joko “Jokowi” Widodo also asked that the test results not harm the employees. If there are shortcomings, they can still attend official education again (Kompas, 18/5/2021).
The KPK is the product of the people\'s voice through the reform movement. The KPK leadership needs to listen to the voice of the people, who have been supporting the agency. Moreover, employees who did not pass the test have given their best performance in eradicating corruption in this country. KKN cannot be wiped out if the KPK runs on its own. Anyone needs to give up their ego and selfish attitude in overcoming this commotion. Let us jointly safeguard the KPK so that it can win against corruption. Don’t let us weaken each other.
