JAKARTA, KOMPAS — National Police Chief candidate Comr. Gen. Listyo Sigit Prabowo has affirmed that the police institution is solid. While undergoing a confirmation hearing on Wednesday (20/1/2021), Listyo Sigit emphasized that there should be no more tough legal action against the general public while elites were treated with leniency.
Sigit arrived at the Senayan legislative complex, Jakarta, at 09.50. He shared the same car with National Police Chief Idham Azis. They entered the House of Representatives (DPR) Nusantara II Building. At least 10 police key officials accompanied them. When passing a line of journalists, Idham and Sigit clasped their palms to show respect. Then they hurried to the room of the DPR Commission III.
He wanted to show that succession of police leadership was inevitable.
After guiding Sigit into the Commission III room, Idham asked to be excused. In the lobby of Nusantara II, he made a press statement. Idham said his presence in the DPR this time was to accompany Sigit who was going to be screened as the 25th National Police Chief candidate. “This is intended to give an idea that regeneration in the National Police was proceeding properly and smoothly,” said Idham.
At the press meeting Idham was flanked by Comr. Gen. Agung Budi Maryoto, Head of the Security Maintenance Agency Comr. Gen. Agus Andrianto and National Police Human Resources Assistant Insp. Gen. Sutrisno Yudi Hermawan.
Idham held the view that whatever decision was made by the President as chief executive, the National Police would only respond in two ways, executing and safeguarding it. It was on this basis that he accompanied Sigit to the DPR. According to Idham, this is a new tradition that should be promoted and serve as a lesson to be learned by upcoming police generations. “In this way the police are internally solid,” he said.

“I plead with my colleagues to offer prayers so that the process of his fit-and-proper test will go off without a hitch,” added Idham.
In opening his account, Sigit again drew the attention of DPR Commission III members to his being in the company of a number of officers of different generations. Before starting his presentation, he made it known that he would go in for his fit-and-proper test in the presence of several of his seniors.
“Now we have the Deputy National Police Chief, Head of the Security Maintenance Agency, Head of the Education and Training Agency, Head of the Profession and Security Division, Head of the Aceh Regional Police, Head of the North Sulawesi Regional Police, Ibu Ida Utari, Subregional Police Chief Ari Sonta, our staff and two operators. Allow me to explain that those present are in the order of seniority of the years 1987, 1988, 1989, 1990 and 1991 as well as our juniors. Allow me to report that at present the National Police remain solid,” said Sigit convincingly, which was applauded by Commission III members.
Polri presisi
In his screening presentation, Comr. Gen, Listyo Sigit Prabowo stated he would take the National Police (Polri) to the next level. While previously Polri’s motto was Professional, Modern and Reliable, shortened to Promoter, Sigit introduced Polri Presisi, meaning predictive, responsible and transparent with justice.
This resulted from a drastic increase in public problems although on the other hand public optimism about Polri remained high.
While the previous policing approach was oriented to problems, he said, through Polri Presisi a predictive policing approach would apply. This was proposed because LSI Survey, Kompas Research and Development, Alvara Research and Indonesia Indicator pointed to the presence of stagnation, even a decline in public confidence. This resulted from a drastic increase in public problems although on the other hand public optimism about Polri remained high.
On these grounds, added Listyo Sigit, the predictive policing approach was chosen as an attempt to follow policing developments in advanced countries, besides also following the progress of information technology as well as facing the world’s uncertain, complex and ambiguous upheavals.
At home, said Sigit, there should be security for national development amid the Covid-19 pandemic, mainstreaming of religious moderation to strengthen the Indonesian unitary state, maintenance of public order to ward off armed criminal acts, upholding of legal utility and fulfillment of the sense of justice.
Predictive policing is expected to respond to challenges in safeguarding national development programs while a responsible attitude signifies the sense of responsibility. Being transparent with justice is the realization of the principle, way of thinking and system that are open, proactive, responsive, humanistic and easy to supervise.
In this way, maintained Sigit, Polri Presisi was expected to be capable of making Polri an outstanding institution as laid down in the Long-Term Development Plan (RPJP) for 2005-2025.
In phase IV (2021-2025) Polri is realizing the outstanding organization.
In the RPJP, in phase I (2005-2010) Polri built confidence, in phase II (2011-2015) Polri developed partnership and in phase III (2016-2020) Polri headed for an outstanding organization. In phase IV (2021-2025) Polri is realizing the outstanding organization.
Humanistic approach
Listyo Sigit also stressed that he would prioritize a humanistic approach in the police institution. In executing their duties the police should not only be oriented to law enforcement for the sake of legal certainty but also to the aim of justice and legal usefulness.
He gave an example that in the future there should be no tough legal action only against commoners but lenient for those of superior status. There should be no more case of granny Mina who stole cacao and then had to face a legal process only to realize legal certainty.
The case of granny Mina occurred in 2009 in Banyumas, Central Java. She was accused of stealing three cacao beans in a plantation and later prosecuted under Article 362 of the Criminal Code concerning theft.
“No more case should arise in which a mother reporting her child has to be legally processed and brought to court. Such things must no longer crop up in the future and certainly there are other cases that disturb public justice,” he said.
Sigit emphasized that law enforcement should indeed be stringent but should remain humanistic. It’s because today the public needs law enforcement that offers a sense of justice, rather than merely for the sake of law enforcement and legal certainty.
As one of the efforts to bring the police closer to society, Sigit also set the target for the sector police in each district to prioritize the search for solutions and restorative justice instead of merely handling investigation.
