Suspected of consuming crystal methamphetamine, three ASN from Ternate were arrested by police in Jakarta

Three Ternate ASNs were arrested by the police for allegedly consuming crystal methamphetamine. Their arrest tarnished the bureaucratic corps.

The suspects in a drug case were presented to journalists during the release of the destruction of narcotics evidence at the National Narcotics Agency (BNN) office yard in Jakarta on Tuesday (21/5/2024). The 11-kilogram evidence was the result of the uncovering of five instances of narcotics offenses.

JAKARTA, KOMPAS — Three state civil servants or ASN were arrested by the police for allegedly abusing drugs methamphetamine in Central Jakarta. This arrest adds to the length of the case of narcotics abuse by ASN.

Head of Public Relations Polda Metro Jaya Senior Commissioner Ade Ary Syam Indradi said the three ASNs came from Ternate, North Maluku. The police arrested them in front of the kungkung coffee shop, Jalan Percetakan Negara, Rawasari, Cempaka Putih, Central Jakarta, Wednesday (22/5/2024), at around 23.40 WIB.

"Still under investigation by the Narcotics Directorate of the Jakarta Metropolitan Police. The three individuals have the initials RJA, AFM, and MBD. From a body search, one clip of crystal meth was found inside a cigarette filter wrapper. The team also seized another piece of evidence, a clip of crystal meth weighing 0.16 grams," said Ade on Friday (24/5/2024).

From the initial examination, they received the crystal methamphetamine from a woman named I. Ade has not yet provided a detailed chronology of the alleged abuse of crystal methamphetamine by the three civil servants because the case is still under investigation.

"We are still investigating at the Narcotics Directorate of Polda Metro Jaya. "The urine test results were positive," he said.

The police have named the three of them as suspects. The three civil servants are charged with Article 127 Paragraph 1 Letter a of Law No. 35 of 2009 concerning Narcotics. The article states that any individual who abuses a Class 1 narcotic for themselves will be punished with a prison term of up to four years.

Head of Public Relations of the Jakarta Metropolitan Police, Commissioner Ade Ary Syam Indradi, was met at the Jakarta Metropolitan Police headquarters on Tuesday (5/3/2024).

The head of the National Civil Service Commission (KASN), Agus Pramusinto, stated that drug abuse can lead to imprisonment. The arrest of three civil servants in a drug case has tarnished the dignity of the bureaucracy as a public service institution.

"State civil servants should set a good example for society, not abuse it," said Agus.

Meanwhile, a member of KASN, Sri Hadiati Wara, continued by stating that they will ask for clarification from the Ternate local government to ensure further sanctions against the three civil servants.

According to Hadiati, every government civil servant is bound by fundamental values, namely having good morals, serving the public, being accountable, and adhering to a code of ethics and behavior. As such, civil servants are required and expected to set an example for the public. Good behavior must be acknowledged and applied in daily or social life.

"Civil servants must not behave or act recklessly, as they serve as examples for the community. If they apply and are accepted as civil servants, they are required to act accordingly," he said.

If violated or not obedient, civil servants must be ready to receive administrative and disciplinary penalties. One of the most severe disciplinary laws is termination of employment with or without respect. Violators will not receive their pension money.

ASN is involved in drugs

Based on Kompas archives, the police have uncovered cases of drug abuse by ASN several times. Previously, Polda Metro Jaya uncovered an illegal transaction between a pilot with the initials GS and an ASN officer from the Ministry of Transportation with the initials BC in the parking lot of Halim Perdanakusuma Airport, Jakarta, Thursday (2/8/2018).

“GS has given methamphetamine to BC three times. GS gave the crystal methamphetamine for free. "GS has been using methamphetamine for four years, while BC has been using methamphetamine for 10 years," said Senior Commissioner Argo Yuwono, who at that time served as Head of Public Relations at Polda Metro Jaya (Kompas, 6/8/2018).

In the archives, Kompas has also reported on similar cases. The Maluku Regional Police's Narcotics Research Directorate arrested three perpetrators who consumed methamphetamine at the official residence of Maluku Deputy Governor Zeth Sahuburua in Ambon, Monday (18/2/2019) afternoon.

The three perpetrators are MP (36), a police officer with the rank of Chief Brigadier and also the deputy governor's aide, as well as RSH (32) and TM (32), two civil servants who work at the Maluku Governor's Office. When they were arrested, all three were consuming crystal methamphetamine in one of the rooms in the official residence. Zeth was not in Ambon at that time.

During the body search, a clip containing methamphetamine was found inside a cigarette filter package. The team also confiscated other pieces of evidence, namely one clip of methamphetamine weighing 0.16 grams.

Director of Narcotics Research at the Maluku Regional Police, Senior Commissioner Thein Tabero, Thursday (21/2/2019), said that MP was also suspected of being a drug dealer because he had a number of packages of crystal methamphetamine worth a total of IDR 250 million (Kompas, 22/2/ 2019).

In another case, the Malang City Police arrested AH, a civil servant official of Malang City Government in East Java. AH was caught with 1.5 grams of crystal meth as evidence. During the investigation, he confessed to using the drug to increase his stamina.

"AH is an ASN. AH's role is as a user. However, we are still developing it," said Head of Public Relations of the East Java Regional Police, Senior Commissioner Gatot Repli Handoko in a release at the Malang City Police Headquarters, Sunday (28/3/2021) (Kompas, 28/3/2021 ).
