Dody Prawiranegara Receives 20-Year Sentence

Dody Prawiranegara's lawyer filed a request for the status of justice collaborator or a witness for the perpetrators who worked together with law enforcers.

Trial with the agenda of the prosecutor's charge against the defendant AKBP Dody Prawiranegara at the West Jakarta District Court, Monday (27/3/2023).

JAKARTA, KOMPAS — The state prosecutor is demanding 20 years of imprisonment and a fine of Rp 2 billion for Adj. Sr. Comr. Dody Prawiranegara in a drug-trafficking case that involved former West Sumatra Police chief Insp. Gen. Teddy Minahasa.

His lawyers immediately proposed the former chief of the Bukittinggi Police for the status of a justice collaborator or as a perpetrator who cooperated with law enforcers to uncover the network of crimes.

The demands were read out alternately by the team of prosecutors consisting of Arya Wicaksana, Setyo Adhi Wicaksono, Sunarto, Samgar Siahaan and Muhammad Agung Wibowo, on Monday (27/3/2023), at the West Jakarta District Court. The trial was presided over by the chairman of the panel of judges, Jon Sarman Saragih.

The prosecutor stated that the defendant Dody was convincingly proven to have violated Article 114 Paragraph (2) of Law No 35/2009 concerning Narcotics in conjunction with Article 55 Paragraph 1 1 of the Criminal Code (KUHP).

"The defendant replaced [the drug evidence] and became an intermediary in the sale and purchase of methamphetamine-type narcotics. The defendant is a member of the National Police of the Republic of Indonesia with the position of chief of Bukittinggi Police. The defendant should be a law enforcer to eradicate narcotics, but the defendant was involved in the distribution of narcotics and did not reflect the role of a good law enforcement officer in society," said the prosecutor.

For this reason the defendant, Dody Prawiranegara, is sentenced to 20 years in prison.

Dody's actions were said to have undermined public trust in law enforcers in the institution whose members are approximately 400,000 personnel. Dody was also seen as not supporting the narcotics eradication program. Dody has admitted his mistake.

"For this reason the defendant, Dody Prawiranegara, is sentenced to 20 years in prison, a subsidiary of 6 months in prison minus the detention term, and pay a fine of Rp 2 billion," continued the prosecutor.

The public prosecutor read out the charges against AKBP Dody Prawiranegara in the drug distribution case at the West Jakarta District Court, Monday (27/3/2023).

Facts during the trial disclosed that initially Dody received orders from the former West Sumatra Police chief Insp. Gen. Teddy Minahasa to replace 10 kilograms of a total of 41.4 kg of methamphetamine evidence confiscated by the Bukittinggi Police with tawas (alum). This order was delivered via text message on 17 May 2022.

In that message, Teddy mentioned that the act (and the proceeds from the sales) was made to provide bonuses for (police) members. Dody refused, arguing that he did not have the courage or experience to sell methamphetamine. Next, Teddy sent similar orders several times and met Dody directly to ask him to sell methamphetamine.

Up until 14 June 2022, a day before the scheduled destruction of the methamphetamine evidence, Dody ordered his right-hand man, Syamsul Maarif, to replace 5 kg of methamphetamine with tawas.

Teddy then asked Dody to contact Linda Pujiastuti alias Anita as Teddy's acquaintance. In accordance with Teddy's instructions, Dody and Syamsul would then bring the 5 kg of methamphetamine to West Jakarta by land at the end of September 2022.

Dody ordered Syamsul to pretend to be him and make transactions with Linda. They managed to sell more than 1 kg of methamphetamine for Rp 300 million. The Central Jakarta Metro Police and Polda Metro Jaya uncovered the drug distribution in October 2022. A total of 1.7 kilograms of methamphetamine were distributed and the remaining 3.3 kilograms were confiscated by the authorities.

The judge gave Dody time to submit a plea for next week. The trial will resume on Wednesday (5/4).

‘Justice collaborators’

At yesterday's hearing, Dody Prawiranegara's lawyer also filed a request for the status of justice collaborator or a witness for the perpetrators who worked together with law enforcers.

In this case, Linda received a sentence of 18 years in prison and a fine of Rp 2 billion, a subsidiary of 6 months in prison. Former chief of Kalibaru Police in North Jakarta, Comr. Kasranto received a sentence of 17 years in prison and a fine of Rp 2 billion, a subsidiary of 6 months in prison.
