The construction of a toll road has been proposed as a solution to overcome congestion in Puncak, West Java. This is not a final solution because congestion still occurs on other toll roads.
The Puncak area as a tourism magnet, especially for residents in Greater Jakarta (Jabodetabek), has attracted attention again due to severe traffic jams on weekends and holidays. The last time, in order to prevent traffic jams at Puncak, the government appealed to state civil servants (ASN) to work from home in early May, coinciding with the peak of the Lebaran (Idul Fitri) return from mudik (exodus) (Kompas, 7/5/2022).
During this year’s Lebaran, it was predicted that around 500,000 tourists visited Puncak. The actual number of travelers to Puncak could be much higher than this estimate because the area is now not only a destination for residents of Greater Jakarta, but also for residents of Cianjur, Sukabumi and other areas.
The situation is worsened by the lack of promotion of alternative tourist destinations.
When observed closely, there are two main problems in the Puncak area. First, the transition of Puncak from being a natural tourist destination into an urban tourist destination, making it an increasingly sought-after area. The situation is worsened by the lack of promotion of alternative tourist destinations.
Urban observer Yayat Supriyatna said Puncak was like a city. Along with these changes, many tourists consider Puncak a destination that is close and always interesting for a stopover.
The Bogor regency government as the host of the Puncak area needs to make an inventory of potential tourist areas close by that have not been visited by many tourists, as well as areas around Bogor regency.
A number of the alternative tourist destinations, among other areas, are Caringin and Cigombong in Puncak II, West Bogor, Sentul, the Floating Market and Curug. Tourist visits to these destinations will more or less reduce the density in Puncak.
The second reason is the road infrastructure to Puncak and the surrounding areas, which is unable to catch up with the increase in the number of private vehicles in recent years. Various efforts have been made to ease congestion, including the odd-even rule, as well as widening some roads.
However, the results have not been effective. Evidently, the odd-even rule – which ideally should reduce traffic density by 50 percent – was only able to reduce traffic by 20 to 30 percent in Puncak. It is understandable that the burden of the problem is very heavy.
The two causes should be addressed comprehensively and simultaneously. The provision of toll road infrastructure alone without the promotion of alternative tourism destinations will trigger congestion,
Don't forget: traffic engineering on busy days must still be carried out even though there will be new toll roads.
both on conventional routes and on toll roads to be built. Don't forget: traffic engineering on busy days must still be carried out even though there will be new toll roads.
Experience shows that congestion occurs on toll roads, including those that are newly built. Public transportation is not optimal yet and the drivers’ lack of discipline makes traffic jams a common occurrence. The toll road needs to be built, but it must also be realized that it is not the only solution to congestion in Puncak.
