JAKARTA, KOMPAS — The mobility of residents outside essential and critical sectors is out of control. As a result, traffic jams packed curbstone spots on toll roads, city/provincial borders and main routes on the third day of the imposition of emergency public activity restrictions or PPKM darurat, on Monday (5/7/2021).
Long lines of vehicles thronged the PPKM darurat curb checkpoint in Kalideres, West Jakarta. Police mobile brigade tactical vans and military armored cars were sent to the location crowded with queuing motorcycles. The same took place on Jalan Raya Jakarta-Bogor. Vehicles were cramming as they had to turn around or find alternative roads.
The same in the city toll road section leading to Slipi. Long queues flocked the Semanggi exit gate that was curbed by the Jakarta Metro Police. While restricting passage, police officers notified residents of PPKM darurat and relevant provisions.
In Sidoarjo regency, East Java, hundreds of vehicles were diverted by a joint team of the Sidoarjo City Police (Polresta), the Indonesian Military and the Sidoarjo Regency Transportation Office in Bundaran Waru. Sidoarjo
Polresta Chief Sr. Comr. Kusumo Wahyu Bintoro said public mobility during the PPKM darurat period remained high.
Field officers’ tracking indicated that some companies operating in non-essential and non-critical sectors still required their employees to work from the office. Jakarta Metro Police Chief Spokesman Sr. Comr. Yusri Yunus has reminded companies of the necessity to abide by PPKM darurat. Residents are asked to actively report PPKM darurat violations through 110 service, National Police social media or the nearest police office.
The Law Enforcement Task Force will intensify spot checks on offices and public spaces to ascertain the maximum implementation of PPKM darurat. Those in violation are liable to penalties as stipulated in Article 14 of Law No.4/1984 on the Epidemic of Infectious Disease.
Jakarta Metro Police General Criminal Investigation Director Sr. Comr. Tubagus Ade Hidayat stated that the task force was conducting the judicial operation along with civil service and anticriminal enforcement police by checking office buildings and public spaces.
Indonesian Entrepreneurs Association (Apindo) Chairman Anton Supit appealed that the management of companies engaged in non-essential and non-critical sector adhere to PPKM darurat. According to Anton, the Covid-19 pandemic situation is very serious so that all parties should observe PPKM darurat.
“Public health should be prioritized because if it worsens, it will have a negative impact on the economy. Let us comply with PPKM darurat,” said Anton.
Jakarta Governor Anies Baswedan has invited residents to report via JAKI. “We will take stern action against companies failing to realize PPKM darurat provisions,” Anies told a press conference held by the Coordinating Maritime Affairs and Investment Ministry in Jakarta on Monday evening.
The Jakarta provincial administration has made a system of registration of workers in essential and critical sectors, in the form of workers’ registration certificates (STRP) as evidence for their activity in Jakarta. However, the swelling number of applicants disturbed the system called JakEvo. The Jakarta Manpower and Transmigration Office changed the handling of STRP from individual applications to arrangements by companies representing their workers with activity in Jakarta.
Mobility monitoring
Coordinating Maritime Affairs and Investment Ministry Spokesman Jodi Mahardi said residents’ mobility was being monitored by utilizing Google Traffic, Facebook Mobility and Night Lights from NASA. Data are uploaded on the website of the Health Ministry and transferred to regional administrations for evaluation and intervention.
“From historical analysis, a mobility decrease of 30 percent is needed to reduce the total (Covid-19) cases. But with the Delta variant today, we estimate it will require a 50 percent decrease in residents’ mobility,” added Jodi.
Based on the Google Mobility Index of 30 June 2021, residents’ activity in settlement areas was 9 percent. This figure declined from the data on 1 January 2021, listing 12 percent. It indicates that part of the settlement population still had outdoor activity.
National Police Chief Spokesman Brig. Gen. Rusdi Hartono said the police would continue to educate the public in PPKM darurat implementation. He hoped the public would have better understanding and awareness of the importance of following rules.
On Monday, 29,745 new confirmed Covid-19 cases were recorded. The Covid-19 Control Task Force noted an addition of 558 deaths. “We hold the principle that the highest law is public safety. We will uphold the law against violations of health protocols and other deeds that hamper the control of the pandemic,” said Rusdi.
Workers’ layoff
PPKM darurat begins to show its impact on small and medium-scale enterprises (SMEs) in metalworks in Tegal regency, Central Java. Several industrialists are preparing for another partial layoff of their workers.
Tri Sukamto, a factory owner in the Takaru Small-scale Industrial Estate (LIK), said PPKM darurat would lower their turnovers as had been the case during the imposition of large-scale social restrictions (PSBB) in 2020. “Now the impact isn’t yet felt as it’s only in the beginning. It may be noticeable around the second week,” said Sukamto.
