Many motorized vehicle drivers still continue to desperately violate traffic regulations even though electronic ticket cameras have been installed to monitor their movements.
JAKARTA, KOMPAS — Motorized vehicle drivers believe that the presence of mobile electronic ticket cameras in Jakarta is not yet very effective. Thus far, the existence of static electronic ticketing cameras is considered to have not suppressed traffic violations.
On Saturday (20/3/2021), the Jakarta Police were given 30 mobile electronic traffic law enforcement (ETLE) cameras. The cameras will be installed on the car dashboards, helmets and vests of the officers to detect traffic violations.
Intan, 21, an online motorcycle taxi driver from Palmerah, West Jakarta, looked relaxed in responding to this rule. According to her, without being equipped with ETLE cameras, the presence of police on the road automatically made motorists obey traffic rules.
"Whenever we see the police, we act in an orderly fashion. What violations could record then?" she said in Jakarta, Wednesday (24/3).
Moreover, so far only 30 mobile ETLE cameras are ready for use. For Intan, that number is not sufficient to stop violations, especially at intersections where static ETLE cameras are installed.
Similar to Intan, he reflected on the existence of static ETLE cameras in Jakarta, which he said did not create a deterrent effect.
Sukardi, 46, an online motorcycle taxi driver from Kebayoran Lama, South Jakarta, said he was not aware of any mobile ETLE cameras in Jakarta. Even so, he doubted they could reduce the rate of traffic violations. Similar to Intan, he reflected on the existence of static ETLE cameras in Jakarta, which he said did not create a deterrent effect.
" I know is there is one on Jalan Sudirman or at the Senayan traffic circle. Until now, there are still many who violate the traffic regulations. Most of the time, they pass the road markings when the traffic light is red," he said.
Breaking rules
From Kompas\' observations on Wednesday at around 10:00 a.m., traffic violations were still common in the Simpang Slipi Petamburan area, West Jakarta. Many times motorcyclists and cars could be seen passing the road markings when the traffic lights turned red.
A number of motorcyclists from Jalan Gatot Subroto to Jalan S Parman even dared to run the red light. In fact, there was an ETLE camera that monitored their movements. The camera was installed at a height of about 3 meters on a pole near the traffic light. Even, a police post was standing not far from the violation site, precisely under the Slipi Petamburan overpass.
Jakarta Police Traffic Director Comr. Sambodo Purnomo Yogo said the mobile ETLE cameras were used to document traffic violations on roads that were prone to violations, where static ETLE camera devices had not been installed.
For example, an angkot (public minivan) driver who is texting or a car stops at a location with a sign that prohibits drivers from stopping.
The advantage of the mobile camera is that it can document various traffic violations that have not been "decided" by the static ETLE camera as a violation. For example, an angkot (public minivan) driver who is texting or a car stops at a location with a sign that prohibits drivers from stopping.
The challenge is that documentation from the moving ETLE camera must first go through an analysis process by the officer before it is decided that there is a violation. With regard to the static ETLE camera, a confirmation letter will be issued immediately on the same day as the violation.
The Jakarta Police Traffic Directorate is still training personnel to become more proficient in using mobile ETLE cameras to obtain valid evidence of violations. ( FRD/JOG)
