Hasan Kleib has been elected as deputy director general of the World Intellectual Property Organization (WIPO) by acclamation. He is the first Indonesian diplomat to sit in the leadership ranks of the organization.
For Indonesia, Hasan Kleib\'s success is important in advancing a system of intellectual property, creativity and innovation, as a driving force for national development.
Contacted from Jakarta on Saturday (5/12/2020), Hasan said his success was very important. Not many Indonesians occupy strategic positions in world organizations. Through his position, he can encourage Indonesia to be able to use intellectual property as a driver for development.
“While working in Geneva, I realized the importance of intellectual property for development. In developing countries, including Indonesia, intellectual property is synonymous with patent rights. In fact, it is more than that. Through intellectual property there is the creation, promotion, innovation and commercialization of findings that have a major impact on development," said Hasan, Indonesia\'s Permanent Representative for the United Nations, the World Trade Organization, and other international organizations. He is based in Geneva, Switzerland.
He gave as an example that Indonesia\'s export activities still rely on natural resources, such as palm oil, coffee, cocoa and wood, which do not provide added value. This is different from developed countries, such as Switzerland. A country that does not produce coffee or cocoa beans is able to be a world-class producer of coffee and chocolate products.

According to Hasan, the creativity and innovation of Indonesian society are not inferior to developed countries. Unfortunately, there are still many obstacles faced in applying the research results.
"A lot of research ends up in the library. After the dissertation, applause, then students get a cum laude predicate. Where do the research results go? " asked Hasan.
Currently, Indonesia ranks 85th out of 131 countries in the 2020 Global Innovation Index (GII) issued by a collaboration between Cornell University, INSEAD European Business School and WIPO. Indonesia has a score of 26.49, below Oman with a score of 26.50 and above Kenya with a score of 26.13. In Southeast Asia, Indonesia lost to Singapore (eighth position), Malaysia (33rd), Vietnam (42nd) and the Philippines (50th).
Intellectual property, according to Hasan, plays an important role both in research and teaching functions, as well as enabling researchers to commercialize research results. WIPO, through its research and development program, will try to accelerate the transformation of inventions into industrial processes and products. The program will also strengthen collaborative relationships between universities and industry in Africa, Latin America and the Caribbean, Arabia and Asia Pacific.
For Indonesia\'s interests, he wants to cooperate with micro and small medium enterprises (MSMEs). Together with WIPO, Hasan wants to provide training related to trademark design and packaging so that the products marketed can be accepted by the international community.
The election of Hasan as deputy director general of WIPO was held at the WIPO headquarters in Geneva on Dec. 3. Apart from Hasan, three other deputies from the United States, China and France were also elected. Deputies begin their term of office on Jan. 1, 2021 and remain in office until Sept. 30, 2026.
Before being appointed as deputy director general of WIPO, Hasan held the position of chairman of the WIPO Intellectual Property and Development Committee. He then went on to selection and election to deputy director general.
Law and Human Rights Minister Yasonna H. Laoly is proud of the election of Hasan Kleib. "[It makes us] proud and it is historic. For the first time, an Indonesian representative is holding a high strategic position in this international organization,” said Yasonna, as quoted by the Cabinet Secretariat.
Career diplomat
Hasan was born in Cirebon, West Java, Oct. 1, 1960. He studied at the Department of International Relations, Padjadjaran University, and graduated in 1986. A year later, he joined the Foreign Ministry as a diplomat.
He worked in various important posts abroad before becoming director of international security and disarmament affairs in 2004-2006.
At the UN, he served as chair of the 45th session of the UN Commission on Population and Development, and cochair of the UN Post-Conflict Civil Capacity.
From 2007-2010, he served as deputy permanent representative of Indonesia to the UN, including when Indonesia served as a non-permanent member of the Security Council in 2007-2008. He has also served as vice president of the 65th General Assembly of the UN and has played other roles.
Hasan was appointed as director general for multilateral affairs on Oct. 25, 2011. He and 16 other figures were appointed as ambassadors at the State Palace, in Jakarta, on March 13, 2017.
Hasan said that he never had the dream of becoming a diplomat. "Children my age have dreams of becoming president or a policeman, but as a child I never had these dreams," said Hasan, who acts on the principle of taking all tasks seriously and responsibly.
Working as a diplomat, according to Hasan, is very interesting because every day he faces different issues, challenges and international conflicts.
"In the diplomacy space, we negotiate and are used to having different views because everyone brings the interests of their country. Once out of the meeting room, we become friends again,” he said.
