JAKARTA, KOMPAS – A number of regions in the country are continuing with their Covid-19 mitigation efforts, both in terms of public health and the economy. In order to optimize Covid-19 preventive measures, an evaluation on health protocol violations and appropriate punishment for each violation is needed.
Syaifudin, who heads the Sociology Laboratory at Jakarta State University, said on Monday (16/11/2020) that both the central and regional administrations should place mass gatherings in the high-risk category for Covid-19 transmission.
With this categorization, activities that draw large crowds must be considered a serious violation of the health protocols.
As part of its efforts to prevent the spread of Covid-19, the West Java administration plans to impose sanctions on those responsible for an event on Friday in Megamendung subdistrict, Bogor regency, which drew a large horde of people.
“We are coordinating with the Bogor regency administration on whether we should fine [violators] or impose administrative sanctions,” said West Java Covid-19 task force secretary Daud Achmad.
Daud added that even though imposing sanctions for health protocol violations was the prerogative of regents and mayors, the West Java task force would continue to collaborate with other regions in enforcing the protocols.
Similar commitments to enforcement are evident in a number of regental and municipal regulations, one of which is Bandung Mayoral Regulation No. 52/2020.
Bandung Mayor Oded M. Danial said the administration would be more rigorous in imposing sanctions for health protocol violations, since public compliance with the health protocols had declined 8.24 percent.
“The level of public compliance continues to decrease. In turn, we will continue to heighten the imposition of sanctions. People must be more disciplined,” said Oded.

Meanwhile, West Sumatra Public Order Agency (Satpol PP) head Dedi Diantolani affirmed the provincial administration’s commitment to enforcing the health protocols. For instance, a provincial and regental/municipal integrated team had reportedly taken action against those who had violated West Sumatra Regulation No. 6/2020 on Adopting the New Normal in Covid-19 Prevention and Control.
From Nov. 10 to 15, regional administrations have sanctioned as many as 10,456 health protocol violators in 19 regencies and municipalities. Of these, 268 violators were each fined Rp 100,000, while the remaining 10,188 were given community service.
The West Sumatra administration does not prohibit its residents from carrying out activities outside their homes, such as trading activities, business meetings or recreational activities, as long as they adhere to the health protocols.
“We will take action against those who do not follow the health protocols,” said Dedi.
Bodebek area
In West Java, several clusters of Covid-19 transmission, including factory and family clusters, have also been subjected to scrutiny. “We’ve detected an increasing trend [in Covid-19 transmissions] in the Bogor-Depok-Bekasi [Bodebek] area,” said Daud.
According to data from the West Java Covid-19 Coordination and Information Center, as of 5 p.m. on Monday, the province had recorded 44,491 confirmed Covid-19 cases. The four regions in the province with the highest number of confirmed cases were located in Bodebek. Bekasi municipality had the highest figure with 8,411 cases, followed by Depok (6,730), Bekasi regency (5,443) and Bogor regency (3,932).
Meanwhile, the Bogor municipal administration has provided additional isolation rooms for Covid-19 patients at Marzoeki Mahdi Hospital. The decision was taken due to the increasing bed occupancy rates at Covid-19 referral hospitals following the long holiday weekend in late October.

Bogor Deputy Mayor Dedie A. Rachim said that more isolation rooms were provided, as the daily tally of confirmed cases continued to rise.
Covid-19 is also continuing to spread in West Nusa Tenggara (NTB). To mitigate transmission, the local task force is conducting contact tracing of Covid-19 patients. At the same time, the health protocols are being enforced, particularly in crowds, in reference to West Nusa Tenggara Regulation No. 7/2020 on Preventing the Spread of Communicable Diseases.
Data from the West Nusa Tenggara Task Force for Accelerated Covid-19 Management shows that the region recorded 4,447 confirmed cases as of Monday. Of that number, 3,646 patients had recovered and 566 were receiving treatment, while 235 patients had died.
