On the veranda of the State Palace, three months ago, an important order was made. "Don\'t be corrupt! Create a system that closes the gaps in corruption. "
That was among President Joko “Jokowi” Widodo\'s orders to prospective ministers before he announced the Indonesia Onward Cabinet on Oct. 23, 2019. He was accompanied by Vice President Ma\'ruf Amin.
The command was certainly very important because it was made before the appointment of his ministers. After that, President Jokowi delivered six other orders. Ministers should not have their own mission and vision as only the President and Vice President can establish the vision and mission; work fast, work hard and be productive: don\'t get caught up in a monotonous routine; work with concrete result orientation; always inspect the problem on the field and find solutions; Last, all must work seriously.
Now, after the Jokowi-Amin government has run for almost four months, let’s look at the results. Have the ministers fulfilled their orders or were they forgotten.
President Jokowi\'s order was certainly a form of effort to build an anticorruption ecosystem. However, orders are not enough; there should be concrete work to overcome the corruption epidemic. Corruption clearly impedes the economy because it causes a high-cost economy and weakens the nation\'s competitiveness. Corruption also erodes the nation\'s morals and it can even drag a country into a failed state.
Robert Klitgaard in his book, Corrupt Cities A Practical, Guide to Cure and Prevention, reminded that the key to eradicating corruption was to change policies and systems, not just to hunt down one or two criminals or make new laws and regulations, or appeal to everyone to improve their morale .
He also stresses in his book that as long as there is a monopoly and authority without accountability, there is always corruption. If the salaries of government officials are small and they do not receive any incentives for doing a good job, and if sanctions against corruption are rarely enforced and are mild, then rampant corruption will certainly continue.
The success of the five-year Jokowi-Amin government relies on five things, namely the development of human resources, infrastructure, deregulation, debureaucratization, and economic transformation and of course its commitment on applying good governance (Kompas, 8 Feb, 2020).
It should start with the improvement of work systems, culture, regulations to governance that does not give any room for corrupt behavior.
Therefore, all the ranks of the Indonesia Onward Cabinet should move faster to build an anticorruption ecosystem in their respective work areas. It should start with the improvement of work systems, culture, regulations to governance that does not give any room for corrupt behavior.
Next, President Jokowi must evaluate. "I will make sure, those who are not serious, have no commitment, all have to be careful. They can be removed in the middle of the road [term], “said the President at that time.
